Judy O’Keefe is a senior leader at Openreach with a strong track record in operational transformation, engineering strategy, and commercial delivery. As Director of Fleet Management, she is responsible for one of the UK’s largest and most complex operational fleets, overseeing 23,000 vehicles, including 6,000 plus  electric vehicles, with a clear plan to reach 7,000 EVs by the end of the financial year.

Judy leads the strategic transformation of the fleet to ensure engineers are equipped with the right vehicles for their role, while maintaining safety, reliability. Data is a key enabler of her fleet strategy, driving how vehicles are specified, deployed, and managed, and enabling informed, data‑led decisions that improve performance and engineer experience. 

She strongly believes that the right collaborative strategic partnerships are critical to success, working closely  operational teams, suppliers and stakeholders to drive innovation, resilience, and sustainable outcomes at scale.

Passionate about sustainability, Judy is proud to play a central role in delivering BT Group’s Net Zero ambitions, balancing environmental responsibility with the practical needs of a nationwide engineering workforce. She is known for her clear, collaborative leadership style, strong stakeholder management, and unwavering focus on delivery—most importantly keeping engineers on the road to serve customers and the business.
